Ban on New federal gun law stalled in Arizona Senate

The bill only re-affirmed that the federal government was only given "expressly delegated enumerated powers" outlined in Article I Section 8 of the U.S. Constitution. Any legislation enacted outside those powers are un-constitutional therefore are "null and void." It is the duty of our representatives and senators to check un-delegated federal powers through the 10th Amendment, did they not swear an oath?
